Child Care Subsidy Payment Policy Changes 2008

The following changes have been implemented to the subsidy program:

1. County/Tribal Maximum Rates

Due to budget concerns, the 2008 Maximum Rates will remain at 2006 level.

2. Co-payment Levels

The family co-payment schedule will be changed on March 30, 2008 to comply with federal mandates. See Uniform Co-Payment Fact Sheet for further information.

During the week of March 17, 1008, a letter was sent to parents who currently receive subsidy and have their children enrolled in a certified program.

The department has filed an Emergency Rule on DWD 56 - Subsidy Rules to be able to implement the change on the Co-pay schedule. Click on the Emergency Rule link for more information on the rule submission.

3. Change in Attendance Policy - Effective 3/30/08 - 5/17/08

DWD re-implemented the Attendance Policy that was in place last year during the period of 4/1/07-10/27/07. According to this policy, if a child attends less than half of the authorized hours within one week, the provider will be paid only for the actual hours of care provided unless the county/tribal agency approves the absence. This will not change the authorization, only how provider are paid when authorized hours are not being used.

This change applies to ENROLLMENT-based authorizations only.

A letter was sent to providers during the week of March 17th, 2008 explaining this policy in detail. Providers may contact DWD Provider Hotline at 888-499-3464 with questions.

On March 17th, 2008, brochures explaining this change was sent to parents who currently use licensed care or have their children enrolled in certified school age program or a program run by a public school board.
