- DCF Financial Management Manual
DCF is revising and updating the
DHS Financial Management Manual to reflect current
practices and DCF specific programs. The DHS Manual should continue to be used until the DCF Manual is issued later this
spring.
- DCF Allowable Costs Policy Manual
The DCF Allowable Cost Policy Manual
is designed to help agencies determine that expenditures charged to programs funded by the Department are allowable and in
compliance with federal and state cost guidelines. The ACPM addresses general cost guidelines, and also discusses selected
items of cost where state policy differs from or expands on federal policy. If an agency has a question regarding the
allowability of a cost, they are encouraged to call the Department for clarification prior to incurring the expense.
DCF has revised its Allowable Cost Policy Manual, effective June, 2012. The revised edition includes new chapters
that address unallowable costs and minimum documentation requirements. Agencies should discontinue using the previous
version of the ACPM.
