Increased CY 2000 BCA This memo updates the numbered memo you had received on the calendar year 2000 Community Aids Allocations. Final federal budget action was more favorable than we anticipated. Specifically, the amount of TANF funds that can be transferred to SSBG was preserved at 10% rather than reduced to 4.25% as originally anticipated and the level of federal SSBG funding was cut 7% rather than 10.5% as originally anticipated. As a result, the CY 2000 Basic County Allocations will increase by 3.205% over the 1999 level. The attached sheets provide the new BCA level for county agencies. The darkened columns reflect the revised allocation numbers. The column titled "Revised BCA Increase 3.205% over 1999 Base" is the amount of the increase. The column titled "Revised CY2000 BCA" is the new BCA total less any funds for the Pool Loan Payment. The "Revised County Match" and "Revised State Match" are the new match levels for the increased funds. Changing the Contract Amounts Contract revision letters which increase the BCA will be sent out to counties in January for all county which have signed their 2000 contract. We anticipate these letters going out in mid to late January. Since these are letters increasing the contracts, no county signature is required. We are please that federal budget decisions resulted in the State being able to increase the 2000 BCA for all agencies.
